Hayden Ballard, J.D., LL.M., M.S., is a sixth-generation cattle rancher raised on the Ballard family ranch across Southern Utah and Northern Arizona. A licensed insurance agent with Ozark Hills Insurance since 2020, Ballard combines deep agricultural roots with legal and policy expertise to protect and strengthen farm and ranch operations nationwide.

Ballard specializes in risk management strategies for producers, focusing on Pasture, Rangeland, and Forage (PRF) “drought” insurance and Livestock Risk Protection (LRP). Beyond insurance, he serves as an agricultural attorney and policy analyst advocating for rural prosperity and private, state, and federal land grazing rights—including representing agricultural organizations before the U.S. Supreme Court in Utah v. United States (2024).

It protects producers against sudden drops in national market prices while still allowing them to participate in upward market trends, with premium subsidies provided by the USDA Federal Crop Insurance Corporation (FCIC).

3. When is the deadline to sign up for PRF insurance? The annual sales closing and acreage reporting deadline for PRF coverage is December 1 for the upcoming crop year. Any adjustments to grid selections, coverage levels, or intervals must be completed and submitted by this date.

4. How is rainfall measured for PRF indemnity payouts? Indemnities are determined using NOAA Climate Prediction Center data mapped over 0.25-degree grid cells (approximately 17 x 17 miles). If precipitation in your grid falls below your selected historical index trigger during a chosen two-month interval, an indemnity payment is automatically generated.

5. Are PRF and LRP insurance programs subsidized? Yes. Both PRF and LRP are federal risk management programs administered by the USDA Risk Management Agency (RMA), meaning a substantial portion of the premium is subsidized by the federal government to keep coverage affordable for ranchers and farmers.

6. Do I need to provide historical ranch precipitation records to qualify for PRF? No. PRF coverage is index-based, meaning approval and indemnity calculations rely entirely on NOAA historical and real-time grid data rather than individual rain gauge readings or farm-specific production records.

7. Can I lock in coverage for both grazing and haying land under PRF? Yes. Acres can be insured under either Grazing or Haying intended uses. The baseline values and available protection levels vary depending on the intended use and county base values established by the RMA.

8. What is the difference between PRF and the Livestock Forage Program (LFP)? LFP is a USDA Farm Service Agency (FSA) disaster relief payment triggered only by severe, prolonged drought ratings on the U.S. Drought Monitor. PRF is a customizable, insurance policy through approved crop insurance providers that can trigger payouts during localized two-month precipitation deficits.

9. How do I choose the best intervals for my PRF policy? Producers select multiple non-consecutive two-month intervals throughout the calendar year (such as April–May, June–July, or September–October). Policy allocations are tailored based on historical precipitation trends, grazing cycles, and peak forage production periods.
